The annual recognition of Virginia’s Legal Elite is a project of Virginia Business magazine, in cooperation with the Virginia Bar Association. He regularly assists clients in matters involving the regulation of and transactions for energy (natural gas production and distribution and competitive electricity supply), telecommunications (wireless, local exchange and internet), healthcare (Medicaid), insurance (title, health and retirement annuities), retail sales, advertising companies and financial institutions. David represents client interests before the Virginia General Assembly, the Virginia State Corporation Commission and various executive department agencies.

He represents clients in matters relating to beverage alcohol regulation, antitrust, election law, franchise, gaming and lottery, health care, insurance, internet regulation, professional and occupational regulation and other issues related to privatization of governmental services.

Nominated in the Civil Litigation category:
Luder Milton focuses his practice on the representation of businesses and individuals in commercial and utilities litigation, as well as regulatory matters before the agencies, boards and commissions of the Commonwealth of Virginia. He represents clients involved in investment disputes, loan portfolio cases and administrative proceedings.
